Map: DuPage Sheriff to Perform Sex Offender Compliance Check on Halloween

It’s typical to see more squad cars on the streets on Halloween as police try to keep the tricks to a minimum. Some of those cars, however, will be on a specific mission.

The DuPage County Sheriff’s Office will again coordinate a countywide sweep on Halloween to ensure registered sex offenders are in compliance with rules regarding the holiday.

Convicted sex offenders who are on parole, probation, mandatory supervised release or conditional discharge are not allowed to give out candy on Halloween, according to Illinois law. 

There are about 400 registered sex offenders in DuPage County, sheriff’s office spokeswoman Dawn Domrose said. Of those 400, about 50 aren’t allowed to give out candy. 

On Monday, the sheriff’s Sexual Predator Enforcement, Apprehension and Registration taskforce (SPEAR) will send area officers to make sure those 50 or so people are following the rules.

Officers from roughly 30 local agencies, including the , participate in the taskforce by driving by the homes to do a visual check, Domrose said.

“They’ll watch to see if kids go up to the residence,” she said.

In some cases, the officers will knock on the person’s door to ask a few questions.

If a sex offender is found to be violating parole, Domrose said the officer can arrest the person on site. Officers need a warrant before arresting a sex offender who not in compliance but is on probation. 

Last year, SPEAR did not make any arrests in connection with the compliance check. 

“It’s not like (the rules) are a secret,” Domrose said. “They know what they’re supposed to do. We’re just making sure they’re doing what they’re supposed to do.” 

The sheriff’s office is required to check whether sex offenders are complying with the Illinois Sex Offender Registration Act at least once a year. Domrose said SPEAR typically does sweeps two to four times per year.

Most convicted sex offenders must register annually with the county for 10 years. Those convicted of more serious offenses must register each year for the rest of their life.
