City Says No Tax Increase for Darien Property Owners

While the tax rate may increase slightly, property owners will pay the same total amount they paid last year.

Residents won't see an increase in property taxes this fiscal year after city council approved an tax levy ordinance Monday night.  "If you're reality and home value didn't change, then you will be paying the same amount of taxes as last year," says city administrator Bryon Vana.  The ordinance requests a general corporate purpose (general fund) and special corporate levy (police pension fund) of $1,617,850, which represents a 0% increase over this year’s non-bond extension of $1,617,850, according to a staff report released by the city.  "Since we anticipate a decrease in the assessed valuation city wide the tax rate may increase slightly, however property owners will pay the same total amount they paid last year," the city wrote in a …

City Council to Reconsider Ditch Repairs Along Poplar and Bentley

Two of the five ditch projects voted down last week will get a second chance at the next City Council meeting.

City Council will revisit two of the five drainage ditch projects voted down at the April 2 meeting, after an at times tense Administrative/Finance Committee discussion Monday night. Bentley and Poplar—the two roads of those five that were also set for resurfacing in 2012—will come up for council vote again next Monday after Ward 3 Alderman John Poteraske suggested reconsidering just those ditches. Repairs on the ditches along Bentley and Poplar would cost $223,800, a savings of $535,000 over the original slate of five ditches.  Poteraske said, however, that he also wants the council to develop a long-term plan for funding the ditch projects. “What we need is a funding mechanism,” he said. Plans for Super Walmart in Darien Move Forward

City, store and real estate officials plan to meet Wednesday, City Administrator Bryon Vana tells a town hall meeting that also included questions on police staffing, electrical aggregation and water rates.

Plans to develop a Walmart Super Center in Darien have been progressing slowly to this point, but City Administrator Bryon Vana told a town hall meeting Thursday that those plans may be about to get a major push forward. Vana told 10 residents attending a meeting hosted by Sixth Ward Alderman Sylvia McIvor that company and city officials will meet Wednesday with representatives of Inland Real Estate to try to finalize an agreement to move ahead with the expansion of the store on 75th Street. “Walmart is in their due diligence period,” Vana said. “I think they’re looking at construction costs now and getting those final numbers and estimates underway. … They’re putting the pencil to the paper; they’re getting better estimates.” Vana said …

City Council Again Discusses Putting Power Aggregation Back on the Ballot

The council will decide at its next meeting if the matter should be placed on the ballot for the March primary election

The Darien City Council Monday night for the second time in recent months discussed the possibility of again giving voters in the community the opportunity to decide if they want the city to participate in an electrical aggregation program that could bring reduced rates for electricity to residents. Darien residents voted against the idea in April. During a working session prior to the start of their regular meeting at City Hall Monday night, council members discussed the reasons for the no vote. The main problem with this proposition last year was that it was presented/ worded on the ballot very poorly. If the public was better able to understand the rationale for this it very likely would have passed. It should be placed on the ballot again- with clearer wording and some explanation of the intent. Newly Elected Aldermen Talk Priorities, Finding Unity

Newcomers took two aldermanic seats, while voters re-elected one incumbent.

With a contentious election season coming to a close Tuesday, the newest members of City Council, as well as one returning incumbent, awoke Wednesday ready to create unity within the changed governance. Darien residents voted two new faces to the council—Tina Beilke as Ward 2 alderman and Joerg Seifert in Ward 4—while re-electing Sylvia McIvor, who ran unopposed for the Ward 6 seat. Beilke and Seifert’s tenure will begin May 1. City Council to Hold Public Budget Hearing Before Monday Night Vote

The fiscal year 2012 budget, discussed during two rounds of talks in February, could change substantially if several anticipated the city closes several anticipated deals.

Following two rounds of budget talks in February, Darien City Council will hold a public hearing Monday at 7 p.m. to discuss the city’s proposed fiscal year 2012 budget. City Council will vote on the budget during its meeting directly after the hearing. The proposed budget anticipates the city’s FY 2012 revenue will be about $12.3 million, a decline of about $107,000 from 2011’s estimated actual revenues. However, the 2012 projected revenue does not reflect several additional but still in the works deals that would add roughly $2.8 million in revenue, according to a memo City Administrator Bryon Vana included with the proposed budget. City Council Weighs Reducing Police Staffing Levels

The City Council will vote Monday on whether to approve a trial run of a plan that would reduce the minimum number of patrol officers per shift from five to four.

UPDATED: Nov. 15 The Darien City Council is scheduled to vote Monday night on whether to approve a trial staffing level reduction for the Police Department. The plan would trim the minimum number of patrol officers required for each shift from five to four in what is called a "schedule five, work with four" practice, according to a memo from Police Chief Robert Pavelchik. Five patrol officers still would be scheduled for each shift. But if someone called in sick, for example, the department would not fill the fifth slot with someone working overtime, which results in additional pay.
